If you have the space, just build a building that needs a lot of population (like military building) and then delete it immediately. That will also clear the quest. Just plant anything that requires population and destroy, rinse repeat until criteria are met, same goes for required gold/supplies.
But you just need to prioritize, like getting Zeus, CoA & CDM to 10 then your Arc to 80, etc. With the population the event buildings have had for the past few years it's a more efficient use of space to use them before dropping a huge GB and pumping FP into it to get to the level you need. I'm in the same situation.
May 30, 2019. #3. @RazorbackPirate is on the right track, but you actually need your Happiness total to be 140% of your total population in order to achieve Enthusiastic status and the 120% that comes with it. For example, if you have 10,000 total population (not just available, but total) then you need 14,000 Happiness to reach Enthusiastic.

The Population is the number of citizens in your city. To gain population residential buildings must be built. Some of the Great Buildings and special residential buildings also provide population. Population is needed to build production, military and goods buildings.

Happiness: If you keep your people enthusiastic, you'll get a bonus of +20% of your gold and supplies income, you reach this point by having 40% of happiness of your total population (multiply your population by 1.4 to get the minimal happiness needed for enthusiasm). However, if it goes too low, your people will stop working.
